[mythtv-users] Hardcode masterbackend IP of mythweb

I think either it used to, or does in parts.  I disabled upnp on the
backend for a seperate reason and on the status page of mythweb, I get a
load error at the top and it references a handler php file.  So some or
part of the myhtweb packages pulls from upnp instead of db.
