It should probably be mentioned that since your
proposed solution includes a Raspberry Pi,
there should be more than enough I/O pins on
that device to avoid having to purchase a USB
dongle.

I am guessing a transistor, a few resistors,
and the IR emitter led itself (you need the
transistor to drive sufficient current to the
led as the gpio pins are (I think) not capable
of doing so).
