Except that the protocol documentation (https://www.mythtv.org/wiki/ANN
_(Myth_Protocol)) doesn't say it's a URI, it says it's a "<file>" so it
doesn't seem that cppmyth (the library that the Kodi plugin is using)
is doing anything wrong.
