I am not sure it is documented anywhere, but on my system it seems to
happen about a minute before the start of the recording.  To be sure,
you would need to put a command on the pending event and on the
recording started event and log when they happen.  My impression of
the pending event was that it was to allow you to do things like spin
up a drive or make sure a network connection was available before it
was going to be used for a recording.  When I was working out how to
use the events for what I was doing, I put a command on each event and
got them all to log to the same file.  That really helped in working
out what parameters worked with each event also.
