Yes, but that is not a usual failure mode.  More likely, given
the signal quality levels, is you have an RF ingress issue
due to open ports, cables that have been damaged, bad
connectors.  In some cases, putting two devices (such as
a wifi gateway, cell device) too close to other devices can
cause issues.
