Have you tried looking in the database ? Don't know offhand what table(s) the recording rules are in.
One thing I could think of would be if there's a title or power search where the title says one thing but the actual search string (title search) or sql (power search) is finding something different. In that case, you'd look down the list of rules and "it's not there".
