I had to do this when my FE machine (f24) updated 0.27->0.28 and my BE (f19) is still 0.27.
I followed a path as described above, the build was as simple as your 0.28 was. I ended up
with a full collection of suitable RPMs.

Make sure you uninstall the offending mythtv packages first, then exclude the mythtv
packages in your package management config.
