Look for a line in the backend log that has something like this in it:

     Using configuration directory = some path to where the config.xml will be

Look at that file: ls -ld file from above

It may be a file not a link to the /etc file you mentioned above.
If it's not a link, you can either restore the link, or just be
sure the password is correct there too.
