Varies greatly (but mostly is terrible).  The FCC has some
minimum requirements, and some stations do just enough
to meet those.  More than 12 hours is a bonus (and 12
may be closer to 9 due to the 3 hour buckets).  Some
(PBS stations in some markets?) seem to provide more.

And while others will disagree, for ~$2/mo, Schedules
Direct (or one of the competitors which is about the same
price) is well worth it if you actually want to be able to
be able to search for, and schedule, programs.  A
DVR without good guide data is an old manually
scheduled VCR.  OTA EIT (in the US) is not considered
(by most) to be good guide data.
