ie is it 'hanging' before trying to shutdown or just not trying to
send the ACPI poweroff?

Is there anything in your dmesg that looks like ACPI is failing to
start or being ignored??

Does something like:

sudo su -l -c 'systemctl poweroff'

work? I'm not 100% sure of the command as I've avoided systemd so far,
but what I'm wondering is it it something in the environment that's
causing the issue, the above sudo/su combo should run systemctl as
root with the environment setup as though root had logged in.
(Assumiing I'm remembering my su flags correctly)

In this vein it may be worth getting your script called from lirc to
dump the environment to a file to see if things look okay?
