I don't think your going to find anything cheaper, which is unfortunate.
You might have a bit more luck if you look for a QAM modulator (it's a
simpler solution) but even then $1000/channel seems about average.

There are systems that use QAM encoding but it's not something your TV can
tune... You have an encoder box and multiple receiver boxes all on coax;
but they are cheaper than a true atsc/QAM modulator.

You could accomplish this cheaper using a couple HDMI over cat5 systems; if
your TVs have multiple HDMI ports.

Not sure your intended use, but using MythTV and some small front ends may
be cheaper, you can even co trip them all using MythMote on your phone or a
simple PC app.  However if this is a bar or something synchronization may
be important to you.... And myth can't do that.
