The device feeding the HDPVR is outputting at 720p/60, and the HDPVR
device will record at whatever framerate it receives from the upstream
device. If you want to capture at some other framerate you would have
to configure whatever device is connected to the HDPVR to output at
the appropriate resolution (the ability to do this varies by set top
box).

In some encoder devices (like the HDPVR2), you can do frame decimation
(where it receives at 60p but encodes at 30p).  However you cannot do
that with the original HDPVR.
