This is a thing often happening when you reuse storage after a reinstall.
The new mythtv user (or whatever user you use) has a different UID. If you
running from the new install look at the rights on that directory you will
see the UID or another name as the owner.
If you also reused the user directory the same applies there!

Hoi Hika,

Yes I recognised that issue. Changing the ownership fixes the issue. 

I have gotten quite good at this, as moving from one start up disk to
another I have had to change this numerous times. Each time setting it up
for the current disk. 

Once I get the 16.04 working I will then be able to leave it.
