Thanks for the tip, but it appears no. Also from discussion regarding 
Canal Digital DVB-S broadcasts, they appear to be using EIT.

Running mhegepgsnooppy gave me the following output (snipped away channel 
listing):
Opening read from device /dev/dvb/adapter0/demux0 to collect data
Getting program_map_pid from PAT
program_map_pid = 549
Getting carousel_pid from PMT
Could not find DSM-CC carousel PID.
