You need a better MSO (although, to be fair, they
may be a victim of others schedules of which the
others are the issue).

Using (at least) the python bindings you could
possibly write a program that would lock the tuners
during the time in question.  In that case, the
scheduler would not have a tuner to use.

Somewhat equivalently, disconnecting the
video source from the tuner during the time
in question might be a possibility.
