I think it is likely a mistake. It looks like the intention is for the
libraries in /opt/vc/lib to be used instead of those in
/usr/lib/arm-linux-gnueabihf/mesa-egl/, and I suspect that the supporter
of the dev package either did not get the memo or disagreed.
Unfortunately for us the ones in /opt/vc/lib do not work as they should.
