Just tested and it appears to get past those original errors if you create
the /etc/apache2/sites-enabled/mythcut.conf as per the install instructions
in the README, so it appears the xml parsing code is the problem as I've
confirmed this is not a permissions problem (still getting the same results
with 777 permissions on the file)

looking at the differences from a 0.27 & a 0.28 config.xml they are very
different (as shown below) so may need to add some mythtv version checking
code in and parse them appropriately or alternatively rewrite to use the
mythtv php bindings or whatever mythweb uses
