It sounds like you are getting closer.  :-)

When you had the the MPEG-2 license entered, did you test to see if it
was enabled correctly?

After entering the MPEG-2 license and rebooting, you can test if the
license is enabled with the following command:

  vcgencmd codec_enabled MPG2
