I guess that depends on where the parties involved live.

At the source end, does everywhere in the world honour the US's
copyright rules and claims?  Not every country in the world has signed
onto the Berne Convention.

At the other end, the way the copyright laws are written in some
countries makes *streaming* (i.e. not *copying*) content a grey area at
worst.  See:

If you read through the introductory notice-and-notice bits you will
see where it's a grey area in Canada and in fact legal in Europe with a
link to a ruling.
