I was having a problem with tv_grab_uk_rt a couple of days ago, too, 
although I was getting error 25 I think. I did:

tv_grab_uk_rt --config-file /home/mythtv/.xmltv/FreeviewHD.xmltv

(actually a differently named config file, but you get the idea) and saw 
where it got to. In my case, it seemed to have a problem with the 
listings for the Community Channel. As that wasn't a channel I 
particularly cared about, I commented it out of my config file, and all 
was well.

It would be interesting to know if this fixes yours too, and whether 
again it was the Community Channel that was a problem, or whether 
there's a wider problem.
