local copy - no,  but it does stream (albeit 100% cpu time on a dual core) via network with VLC.
how do you mean 'import'? its added to the Video SG on the BE, and the FE scanned to find new videos. files are listed.

i cant find files with anywhere near similar. closest i can find is something around 45% of those bitrates which play perfectly fine. 
I've tried a few ffmpeg switches to lower bitrate but none seem to actually be controlling the bitrate (-bitrate 64k -buffsize 64k; ffmpeg wiki says -buffsize is needed)
