2) Did having tuner5 and tuner6 powered off for about a week somehow
inform mythtv that these tuners were not working? If so, why did mythtv
not determine that they were working again when tuner5 and tuner6 were
powered back on? I thought that mythtv only queried the tuners when
attempting a recording.

Myth backend checks all of the tuners when the backend starts up. If any
tuner is disconnected at backend startup, it will not be used until you
restart the backend. Similarly if a tuner is connected at backend
startup then gets disconnected you will likely have many failed
recordings as it tries to use the tuner, until you restart the backend.
