This is a bug! Something that is in a database and is based on an
auto-increment should not be hard-coded. If however it is, as I can
understand from the pre 0.28 situation, where those numbers only
existed in the code, you should double-check those records on
creation. Probably as this is a new table they assumed those ID would
be available etc... Assuming is bad practice in programming, because
the instance will come when it's not true.
