While I'm not US based similar 'laws' have been enacted in Europe for
some years and the Network Providers have a simple workaround.

They'll 'force' their provisioning to use a specific modified CAM and
while you can buy the decoding box from anywhere the price of the CAM
is still controlled by the network provider.
