Regardless of the this specific case, features do not
(generally) have tickets until (a) there is a patch
contributed (did you send one and did it get lost?),
or (b) a dev has started the work and the ticket is
used to trac the progress.  Trac is not (generally)
used as a TODO list, although, as with all else,
sometimes differences happen.

Feature and wish lists are tracked on the forum.

In some cases even contributed feature requests
or WIP tickets on trac are (eventually) removed
if the work no longer is applicable (i.e. the
contributed patch has not been maintained as
viable), the contributed patch takes a wrong or
incorrect (and not accepted) approach and the
submitter has not revised it to be compliant, or
the dev who started the activity leaves the project.
