UPDATE!!

I contacted the broadcast engineers at the station to see if it's something
on their end. Apparently it is and they're working on fixing it!!

Hopefully when they replace their encoders it will solve my issues.

>Thanks for writing.  I am sorry you are having issues with the PAT on
WCVE.  We are having some intermittent issues with our encoders for both
WCVE and WCVW.  The encoders are 14 years old and are long past
manufacturer support for either technical assistance or hardware.
Just a few days ago, I was given approval to replace those encoders.  We
will be ordering the replacements shortly and hope to have the new
equipment up and running in the next 45 to 60 days depending on equipment
availability.  I am sure those issues you are experiencing will be
eliminated once our gear has been replaced.
