I don't think the combination of mpeg2video and mp3 is 'normal', and 
(without checking) I'm not sure that handbrake would support .nuv

Perhaps try

ffmpeg -i 29724_20131112191300.nuv -vcodec mpeg2video -acodec mp2 file.mpg

or even

ffmpeg -i 29724_20131112191300.nuv -target pal-dvd file.mpg
