A thing you should remember is that there are no physical tuners inside that box. All that is 
happening is that software is able to provide up to three separate streams to you from the many 
available on the input side.

So, when you say that Tuner 2 is non-functional this is almost certainly a software or configuration 
fault. (The cablecard itself also contains hardware and software.) I couldn't say how this can be 
resolved but the two main things to look at are as Gary mentioned above: Comcast or your power supply.
