Because names of people are a lot less descriptive than titles of movies 
(if for no other reason than the fact that there are a /lot/ of people), 
so it's up to the user to say exactly how he wants the match performed.  
For example, if you wanted to get everything with Julia Roberts and 
MythTV put in the % wildcards at the beginning and end, you'd end up 
getting stuff with Julia Robertson, too, and there would be no possible 
way for you to prevent it.  By allowing you to use wildcards only where 
you want them, you get the actual people you want--not just people with 
the same characters in their names.

FWIW, you should always do a test schedule before creating a custom 
rule, since a broken custom rule can completely break MythTV scheduling 
(causing you to miss not only the show whose rule you messed up, but 
every other show that should match your other, working, rules).  It's 
simple to do a test schedule in the frontend--there's a button for it.  
If you refuse to use mythfrontend and must use MythWeb, you should at 
least see if things look right after creating the schedule (like, do you 
have upcoming recordings listed, and did the new rule actually match 
properly).
