I've been using an old dual-core atom in a Zotac motherboard as a combined
backend / frontend for several years and I'am still happy with it.
I don't ever do commercial flagging or transcoding though I suspect I would
be dissapointed with its performance if I tried.
Menu performance is fine but I'm using one of the simplest themes with no
fan-art or preview window animation.
It can't manage the MythMusic visualisations very well.
The main thing I worried about was whether the on-board PSU would support
the number of hard disks I wanted to connect along with the several USB
tuners. I have an SSD, DVD, two spinning harddisks and three USB tuners -
and haven't run into problems [yet].
I'd say if you have an atom system available then give ti a go, but I
wouldn't go out of my way to use one.
