Well, not really. The purpose of that (for the Prime) is to create a list of
channels you really tune with your subscription level rather than the entire
list of possible channels (you can still get the entire list with a specific
option to the html request). You can obtain that current list from the Prime
(via html or json) to feed into something else, but when the host tunes
the channel the CableCARD checks then for the actual subscription and
the tuning succeeds or fails at that point. So, the "scan" is just advisory
for some applications (but not MythTV). Instead, for populating the
channels you get, you can either use the Schedules Direct interface,
or enable everything at Schedules Direct, and then set the (in)visibile
flag for the channels you do not actually subscribe to (each has a
certain set of advantages).
Note that the Prime (every so often) rechecks the current channel
enablements in the background, so it it usually not even necessary
to force a rescan unless you have an application which needs the
current answer now (I think someone once mentioned using the json
data to set the visible flag as things change status).
