This is certainhly not about XFCE, it's the kernel which feeds it with 
events from input subsystem.

What might be happening is that the kernel has re-classified your device 
which used to be an IR remote to a USB HID device. What does
dmesg() say when you physically removes/inserts your USB dongle?
