Exactly. That's when the voltage will appear the highest.

You don't know what it's doing. Is it continuously trying to start
the network or is it polling? If it's polling, there might be a dip
in voltage too fast to see on your meter.
In any case, how did you physically measure the voltage across the
HDHR while it was plugged in? Did you actually pierce the wiring
insulation with your probes?
