It *might* get worse at some point.  Comcast had a plan called
the Master Channel Line-Up (MCLU) that would essentially renumber
(and reorganize) all the channels into various categorizations.
It was supposed to roll out to all their franchises, and the intent
was that other than the locals, every Comcast franchise would
use exactly the same channel number for (say) TNT (somewhere
in the 200's, as I recall).  At some point the renumbering got back
burner-ed, but I have never heard it was entirely abandoned.
