And you can encounter that condition in "bootstrap" mode where
everything starts out as off.  Fortunately an appropriate dummy
load (typically, but not always, a 10ohm 25Watt resistor across
the 5v line) can usually solve that problem for those PS's impacted.
Again, YMWV (and have your friendly neighboorhood EE check
your plans).
