Actually, there is a CableCARD inside the DCX (well, most DCXs, even in
Canada) However the CRTC does not require that the provider support
CableCARDs in user owned equipment, and no (known to me) provider
does.
And while I do not live north of the border between CA and US, so I
have not standing, I consider that a failure of the CRTC in support of
the citizens of CA (and, for what it is worth, I have supported some RIR
policies that dealt with the inability of the CRTC to protect their citizens
choices (I explicitly stated I was holding my nose, but it was in the best
interest of the citizens)). Yes, I am a bit peeved at the CRTC, and I
do not even live there (the CRTC is probably glad of that).
