Have a look at "Proxy DHCP". As far as I can tell, only dnsmasq supports 
this, but the idea is that you have two DHCP servers on a network.  One 
responds with an IP address as usual, the other responds ONLY with the 
PXE boot parameters. A PXE client is supposed to wait for the 
possibility of two DHCP responses, then merge the options 
together.
