I had a thought earlier ..
It could be in CBS's interest to do this to users.
It's well known that advertisers hate people who record a program and skip the adverts. The channel owners/operators dislike them too since they can get less from advertisers.
So if they p**s off people who record, and a few of them switch to watching live, then the "eyeball count" for the adverts goes up and so they can ask more from the advertisers.
