You do *not* need to have X running on any backend where you need to run 
mythtv-setup, just the one you are accessing it from. Trust me, I've run my 
setup this way for fifteen years or so. 'ssh -Y <hostname>' will get you there 
with X forwarding.

Almost all of the screens in mythtv-setup require user decisions, so I'm not 
sure why a CLI would be useful. Other than updating storage directory locations 
or downloading channel icons, a user has to make a decision practically everywhere.
