I just looked it up to be sure and I understand the term "artifacts" to mean disturbances in the video stream caused by hardware or software. I compress most of my MythTV recordings to mpeg4/mp3 using ffmpeg and I notice sections of the output in red text (error reports). I associate these with artifacts in the source stream. They look like flickering horizontal lines and can vary from almost unnoticeable to unwatchable. In my case I believe that they are most likely the result of poor signal quality and I put a lot of effort into achieving the best signal I can manage. The HDHomerun comes with software which can display the signal strength, signal quality and symbol quality and apparently symbol quality is the most important. When I have poor signal quality and symbol quality I also have a poor picture and lots of red text during compression. You mentioned viewing "raw" streams. Can you view the original MythTV recording on the backend or on a frontend PC with a good network connec
tion? Signal problems should be apparent there. If the artifacts are only apparent on the tablet, then I regret that I don't know enough to comment further.
