My mistake. I didn't actually tune to the local fox channel and
misunderstood the CCI scan result,for the fox local channel ( 5 - WNYW -
Unknown / Copy Generation Management System - Analog: "One Copy" (0x02) )

Seeing the "One Copy" I assumed copy once. But the CGMS over rides it?
