The answer is both. If the stream was not encrypted, the HDHomerun would
not be required to honor the copy-once flag as it is only required to honor
the flags when using the cable card to decode the stream. The stream is
therefore encrypted, and it has its copy flags set.

First you have Access Control. Channels are usually encrypted on the cable
system and the CableCARD is authorized to decrypt the channels that you pay
for.
Then you have Content Protection (CCI). Each stream is flagged as
Copy-Freely, Copy-Once, or Copy-Never. Copy-Once means the show must be
protected end to end (including encrypted on disk and HDCP encrypted to the
TV). Copy-Never means the show can be paused for up to 90 minutes but
cannot be recorded. It is rare but possible for a show to have other
restriction flags set.
When you tell the HDHomeRun PRIME to tune a channel it will ask the card to
authorize it (Access Control). The card returns the authorization result
and the level of content-protection (if any) that is required.
For Copy-Freely channels the video is decrypted by the card and delivered
to the HDHomeRun. The HDHomeRun streams unencrytped to MythTV.
For Copy-Once or Copy-Never channels the video is decrypted by the card and
re-encrytped for delivery to the HDHomeRun. The HDHomeRun decrypts the
video and re-encrypts it to a CableLabs approved DRM scheme (WMDRM10 or
DTCP-IP).When streaming to a DVR such as WMC, WMC decrypts the stream and
re-encrypts it suitable for storage on disk. For playback it decrypts the
stream, decodes the video, and encrypts it for delivery to the TV/monitor.
HDHomeRun policy is to stream unencrypted everything that can be under
cable industry rules.
If you have not already done so you should install the 20150113 (or newer)
firmware as this eliminates content-protection triggered by CGMS flags.
