No, of course not.  But there's really only two ways to build a cable
card device.

  1. Enter into contract with Cable Labs to receive technical
information in exchange for agreeing to their terms and conditions.

  2. Reverse engineer everything, and fend off countless lawsuits
related to various forms of intellectual property violations from
whatever the cable industry can think might count as an infraction.

Which method do you think a commercial company looking to sell a
product is going to take?
