No. In the UK we can and have used a SCART connection to get 16:9 SD from a 
Virgin set top box to a TV.

In that case I believe it was a setting in the STB to determine the output 
format. The choice was 16:9, 4:3 or as transmitted.

(We no longer have a Virgin STB.)
