As part of the digital transition, all the top providers are offering
a "free" DTA (of some sort or another) for those subscribing to
the basic services for a year (after which it is usually some
nominal charge). Sometimes you can get two DTAs, sometimes
you can get two years, depending if you have other qualifications.
The details and requirements vary from franchise to franchise
(some use various state qualifications (medicare, etc.), others
have other magic incantations).
Regardless, to the OP, occasionally a complex has different
subscription arrangements, and sometimes it was never clear
that you are not authorized to receive any TV without paying
a subscriber fee (and the lack of such clarity, and the reality
of shared cable systems, is one of the reasons providers are
encrypting everything, to address "theft of service" (just
because you *can* receive content does not automatically
mean you are authorized to do so)). So, details always matter,
and you should read your lease contract really really carefully
(or, better yet, have your lawyer do so).
