More to the point, absolutely allowed, as long as
you use proper attribution (claiming the work as
your own would be stealing).  GPL allows, and
even encourages, one to stand on the shoulders of
those before you.

And while it is a simplified interpretation, GPL
does that by the rule of (copyright) law, which
says that the creator has the ability to define
how you may use their content.  And with GPL,
you may freely reuse code, as long as you
agree to further share your works and include
the (original) copyright statement (content
creator), because that is how the creator of
the work assigned your rights.
