First of all it really depends on the lircrc version. As of 0.9.2+,
there is no "standard" mceusb.lircd.conf being part of the lirc
distribution - all lircd.conf files have been dropped from lirc and
lives in the separate lirc-remotes project.
OTOH, recent updates to lirc-remotes have been changing the key symbols
to use the namespace symbols listed by irrecord -l (which are the same
as used by the kernel). This means that (almost) all lircd.conf files
uses the same key symbols and that the mythtv lircrc actually could be
generic and work with any remote, at least as a starter (things like
repeat suppression might still need some tweaking).
Bottom line: in modern lirc there is no standard mceusb.lircd.conf, but
there could be a standard mythtv lircrc. Upcoming 0.9.4 will contain
such a lircrc file.
Ancient 0.9.0 is different: it contains some lircd.conf files, and those
all uses their own set of key symbols. This means that the lircrc needs
to fit the specific lircd.conf file used - a part of the overall lirc mess.
