I set the profile to OpenGL (High and Normal) and the video played fine. 
So, yup, no MPEG-1 under VAAPI. Unfortunately, OpenGL playback of 
regular recordings showed a few artifacts and jerkiness, so this is only 
going to be a fallback. Fortunately, not a whole lot of MPEG-1 video in 
my library.
