I haven't played with it yet, but I recall seeing options for
autorepeat speed in either ir-keytable or evtest. If I can figure it
out, I will add it to the wiki.

Perhaps if you used Myth's Keybindings to make it mimic mplayer's
controls (though there may be unresolvable conflicts)?

I may have to go back to LIRC at some point, so that I can control the
volume without Myth's OSD appearing (I'm a compulsive
volume-adjuster). I tried the devinput thing, but I could never get
any remote button presses to appear in 'irw' and I don't know enough
about LIRC to troubleshoot effectively. Your files should be a good
starting point, thanks.
