At TV frequencies the current flows only in a _very_ thin surface layer
(skin effect), so yes, shiny is better. But the same applies inside the
cable, where the circumference of the inner conductor will be much less,
and its length much greater, so most of the resistive loss is there -
and its insulation will be lossy too. A head-end preamp can give some
compensation. Corroded connections are bad.
